Los Estados Unidos realizan misiones de inteligencia desde la época del Presidente Washington, aunque fue a partir de la Segunda Guerra Mundial cuando se coordinaron todos los servicios a través del Gobierno. El Presidente Roosevelt designó al abogado y héroe de guerra, J. Donovan, como coordinador de toda la información, y fue nombrado en el año 1942, Jefe de la Oficina de Servicios Estratégicos (O.S.S.).
El O.S.S., es por lo tanto el antecesor de la C.I.A. ( tenía autoridad para analizar información estratégica)
Finalizada la segunda guerra mundial, el O.S.S., al igual que otras agencias de guerra fueron disueltas, y sus funciones, transferidas al departamento de Estado y al departamento de guerra.
El Presidente Truman, decidió reorganizar y centralizar la inteligencia, creando en 1947 la C.I.A.
La C.I.A., recibió la misión de coordinar todas las actividades de inteligencia para la seguridad nacional.
En el año 2004, el presidente Bush, reestructuró la C.I.A., suprimiendo la figura del Director de Inteligencia Central (DCI) y la del vicedirector (DDCI), creando dos nuevas figuras: El director de la C.I.A. (D/CIA) y el director de Inteligencia Nacional (DNI), que se ocupa de supervisar el área de inteligencia y el centro nacional contra el terrorismo (NCTC)
